The good news is that there is a detailed Wikipedia entry on national service. And it happens to include the following:

In January 2008[vague], various military, civic, education, and social justiceleaders, including R. Sargent Shriver (founder of the Peace Corps), Alan Khazei & Michael Brown (founders of City Year), and Shirley Sagawa (1st Director of AmeriCorps), in conjunction with dozens of private organizations[vague], started the ServiceNation Campaign. The stated goal of the campaign is to implement universal national service in the United States by 2020

The bad news is the Wiki-authorities have concluded that the national service entry is not entirely up to snuff. In fact, there is a note inserted in the article which says:

And later, in the section titled The birth of AmeriCorps and the Corporation for National and Community Service there is another note, which says:

An advertisement? Clearly, the ServiceNation community, or anyone who knows and cares about the history of service, needs step up and start revising. Shirley? Zach? Robert G.? Anyone?
